Atoll Payments is in the process of becoming a licensed payment service provider in the Maldives, actively engaging with the Maldives Monetary Authority (MMA) through the regulatory approval process. Our mission directly supports MMA's national objectives of strengthening financial inclusion, accelerating digital payments adoption, reducing cash dependency, and modernizing the country's payment infrastructure. We believe every Maldivian—whether an individual or a business, in Malé or the outer atolls—deserves access to simple, affordable, and truly local digital payment services.

Pending regulatory approval, Atoll Payments intends to help build a more inclusive, efficient, and digitally connected Maldivian economy.

Mission: Payments between Maldivians should stay in the Maldives

When you buy hedhikaa from your local café, fill up your scooter, purchase clothing for Eid, or pay for groceries to feed your family—these are everyday moments between Maldivians. There is no reason a corporation in New York, London, or Singapore should be involved in these transactions, taking a percentage of every sale.

Atoll Payments is 100% Dhivehi-owned and operates entirely on national payment infrastructure built and regulated by MMA. We do not use Visa, Mastercard, American Express, or any foreign payment scheme. When you pay a Maldivian merchant through Atoll Payments, the money moves directly between Maldivian bank accounts, processed by Maldivian systems, governed by Maldivian rules.

This is how it should be. Foreign payment networks have their place for international travel and overseas purchases—but for the roshi you eat for breakfast, the fuel in your dhoni, the school supplies for your children? That should be ours.

In most payment systems, merchants are not the customer—they are a cost center. Banks design products for cardholders and treat merchants as a necessary inconvenience: sign here, accept these terms, pay these fees, wait for settlement, figure out reconciliation yourself.
